Westchester County Rent Guidelines for Renewal Leases between October 1, 2018 and September 30, 2019:

1-Year Lease Term:  2%
  2-Year Lease Term  3%

Where heat and hot water are not provided by the owner the rates are:

1-Year Lease Term:  1.6%
2-Year Lease Term:  2.4%

Under State law, vacancy increases remain 20%* for two year vacancy leases, 19%* for one year leases.  Add .6% per year if the last vacancy was more than eight years ago.  For rents starting under $300, there is a $100 bonus. Between $300 and $500, the increase is the greater of the percentage increase or $100.  The renewal guidelines do not apply on vacancy.

*Please note that, as a result of the changes in the State Rent Stabilization Laws effective June 15, 2015 through June 15, 2019, if a tenant was paying a preferential rent, the vacancy allowance is modified as follows: 5% if the last vacancy lease commenced less than two years ago, 10% if the last vacancy lease commenced less than three years ago, 15% if the last vacancy lease commenced less than four years ago, and 20% if the last vacancy lease commenced four or more years ago. The vacancy allowances are applied to legal regulated rent, not the preferential rent.



 LUXURY DEREGULATION THRESHOLD:
Pursuant to the Rent Act of 2015, the Deregulation Threshold for Luxury Deregulation is increased by the amount of the one year guideline. Accordingly, the existing Deregulation Threshold for Westchester County becomes $2,830.22.
